Israeli developer Bebo Kovo’s massive Orlando project has received planning approval for 4,814 apartments, 1,291 hotel rooms and around 653,400 square feet of shops, restaurants and entertainment space.
The 227-acre development, called Tuscana, is near Disney World and Universal’s parks. Kovo’s company estimates the completed project could be worth approximately $19 billion.
Orange County commissioners voted 4–3 on September 29 to approve a revised plan after unanimously rejecting it in May 2025.
The reversal followed a legal challenge by the developers. Commissioners added conditions addressing roads, flooding and nearby wetlands. Further approvals are still required before construction.
Kovo, who helped develop London’s Camden Market, wants to combine luxury residences, hotels and shopping into a new Orlando destination.
